The European Union is to have new Constitution
25 June 2007As a result of long and intense negotiations leaders of the EU countries have passed the preliminary plan of the new agreement in exchange for defeated in Holland and France constitution.
Process of ratification of the constitution was suspended by leaders of EU in the summer of 2005 after citizens of France and Netherlands on referendum refused to support the document. The project of the European Constitution ratified for the present time 18 of 27 EU member-countries.
On Saturday participants of the summit despite their contradictions managed to reach a consensus about the key EU Constitution questions.
As a result of long negotiations Germany and France offered the Great Britain and Poland - main opponents of the agreement - compromise conditions for ratification of the basic agreement.
The most important breakthrough at summit in Brussels became Poland’s consent to accept the formula of so-called “double majority” at distribution of voices in EU Council of Ministers in 2014.
Now - after the achievement of the compromise - intergovernmental conference begins in the nearest time development of the new agreement so that provisions of the document are agreed up to the end of the current year. Then all EU member-countries should ratify this agreement.
